inserted pictures are horizontally flipped when inserted

How can I flip them back? Help says there's a Flip option in Arrange group
of Format, but there isn't on my ribbon or in any of the options of Arrange
that I can see.

Select the picture, select any wrap but inline, next to the Text Wrapping icon
(dog) is the rotate icon.
