Inserting blank rows where numbers break sequence

How would I change a 2 column list to add the missing numbers left out of sequence?
is:
abc 17
def 18
ghi 20
jkl 22
etc.
should be:
abc 17
def 18
19
ghi 20
21
jkl 22
