It would be much easier to do in Publisher or even PowerPoint than Word.

If you must use Word make sure that you properly prepare the first picture.

Do this by inserting the picture onto the word typing area. Size the image
like you want it. Right click on the image. Click format picture. In the
dialog that opens click Layout tab. Click either Behind text or In front of
text. Now depending on which version of Word you are using (For 2000 - 2003
versions) Click Advanced and then click on Picture Position tab. Ensure the
check mark on Move object with text is not checked and Lock anchor is not
checked. Click OK and then Ok again.

Duplicate the image by single left clicking on the image and then Pressing
Ctrl & C key once. Press Ctrl & V key many times to duplicate the image.
Drag them where you want them to appear.

Now the tricky part. Hold the shift key down as you single left click on
all the images on the desktop.
Right click on one of the images and click Grouping then Click group.
With the highlight around all the images Press Ctrl & C once. This will
copy the picture to the clipboard.
Click View then Headers and Footers. Press Ctrl & V once. The images will
appear on the header and around the screen.
Close Headers and Footers and then delete the image from the word typing
area. You now have a background and you can type without fear of moving the
images on the screen.

Word 97 will do the same thing but the Format Picture box is a little
different. Here when you right click on the image and then click Format
picture you will see six tabs. Position is the same as the Advanced/picture
Position above and wrapping is the same as Layout tab.

Hope this helps, let us know.
