Inserting picture as background

Help! The option box for setting a picture as background is greyed out. Therefore, I can't access the option to set a picture as the background. Thanks for any suggestions.

Tools | Page Options | Authoring Tab (FP3) || Compatibility Tab (FP2) | check all / set all to custom.

If you're trying to set a picture as a PAGE background, you can't do that if you have a Theme on the page. You either have to remove the theme and then set your background image, or modify the theme to include the background image
