Installation of newer betas of 2007

Yes, although it's not announced if there will be any newer betas before
the RTM product is released.

If you're running B2TR you should be fine to upgrade to any future betas
and to the released product.

There won't be any.
The only newer version there is, is Beta 2 Technical Refresh, which is a
patch for Beta 2. So that you just install over it. To install the final
version of OneNote 2007, you'll have to remove the beta completely and
then install the released version. Shouldn't be a problem though, as
your notes & settings shouldn't be affected by this.
