Can anyone guide me to the correct procedure on how to install Office 97 on Windows 2003 terminal services

MS Office 97 (Acme setup based) didn't have the depth of tools for
Terminal Server use of current versions. This is the basic process

Windows Terminal Server newsgroup folks may also be worth checking.

I don't have a setup at present to test the combination you're
asking about. I don't know if Beth or one of the other folks here
may have tried that setup.
