Installed Office 2007 but want to use OWC11

I've loaded up a new computer. Instead of reloading Office 2003, I loaded
Office 2007.

I'm editting an old project in VB6.0 that uses OWC11.dll. Now, when I "Make"
an executable, I get the error message:

"License information for this component not found. You do not have an
appropriate license to use this functionality in the design environment."

I've copied OWC11.dll into c:\Windows\System32 and run regsvr32 on it.

How do I get my VB6.0 project to compile?

I do not want to load Office 2003.

Well, I got it to work. I did not have to load Office 2003 to get OWC11. I
look on the Office 2003 CD and found an OWC11.msi file. Run it and installed
OWC11. But, this still did not fix my problem. Performed an install from the
CD and only choose Office Web Components under the Shared files. This
required my license. Now my VB6.0 app will build.
