installer starts everytime with access 2003

Running on Windows 2003 server.

Office 2003 is installed with Access, Excel, Word and Outlook.

Need to run an access program through terminal services with SQLServer 2008
installed.

Never installed Office 2007 but Share point was installed along with
SQLServer 2005 at one time. It was uninistalled when this problem started.

Was Ok unil Office SP3 Update.

Is there a registry key that could be modified to allow access to run
without having to reinstall itself.

Tried to uninstall Office 2003 along with all updates, then reinstall. Access
can be launched without bringing up the installer.

After running the windows update, which installs Office SP3 update, access
cannot be launched without bringing up the windows installer.

SP3 Cannot be uninstalled from AddRemove so Office 2003 has to be
uninistalled again and prevent the SP3 update everytime it is recommended by
windows update.

This is pretty clear evidence that SP3 or some condition that SP3 is
sensitive to on this windows 2003 environment is the problem.

I suppose I can avoid reinstalling SP3 for ever on this computer but I'd
rather find out what to adjust to prevent SP3 from causing this issue if
possible.
