Installing a word add-on error, in word 2003

I can't seem to use any add ins to help me format my papers in the APA
format. I'm using word 2003There are all kinds of programs that help with
this in Word. The one I really want to work is Eazypaper. When I go to
install it, I get this error every time. I get similar errors for every
program like this I try to install. By the way, there is a bar at the top of
word, but it's blank.
When I click on it, this is the message,:

The macro cannot be found or is disabled because of your macro security
settings.

It doesn't matter what setting it's at, even at low, and it still won't work
and I get the same error!!

Here the error right after opening word 2003

Runtime error 5981
Could not open macro storage.

I also get an error from the program that says:
Command failed in Microsoft Word.Main.HookIntoWord

What in the world can I do to fix this?

I'm using Windows XP, Home Ed. sp 2, IE 6

Each addin I've tried, I simply install to the default directory of where the
program puts it. Eazypaper installs to Program Files/Eazyplanet/Eazypaper

All the others I've tried do the same. By the way, I've run repair and have
reinstalled office and still get the same problem.

If it's a .dot add-in, it will need to be in Word's Startup folder (or the
Office Startup folder). If it's a COM add-in, presumably it can be anywhere.
I would think that after installing itself (the program) in the Eazypaper
folder, it would put a template in Word's template folder (accessible via
the New dialog) or an add-in in the Startup folder.

I appreciate the suggestions. I have already done all of those things, still
won't work, still get the same errors.....
