Installing an PKW 2003 file with Acc 2007 on machine

I have come across a issue when trying to install a program that is installed
through the PKW Access 2003 Extensions that already has Access 2007
installed. The PKW failed and would not let the ACCESSRT.CAB be installed on
the machine thus forcing the installation to fail. Any work arounds? Do I
need seperate installations that don't/do have the ACCESSRT.CAB file in the
package?
