Installing Office 2003 PIA When Only Have Office 2007

I'm currently working on an application where the client requires us
to interop with Excel 2003. However, all the developer machines only
have Office 2007. I've found the redistributable for the Office 2003
PIA's, but they won't install unless you have Office 2003 on your
machine.

Does anyone know how to install the 2003 PIA's if you only have Office
2007 on your computer?

I had this problem and cannot remember exactly how I fixed it but I think it
was to do with the MS error where their filename for a cab file changed from
sku111 to sku011.cab - search msdn for IA sku011.cab
