Installing Office Enterprise 2007, Error 1913

When installing office, i get the message:
Error 1913, setup cannot update file C:WINDOWS/win.ini. Verify that the
file exists in your system and that you have sufficient permission to update
it.
I found an answer about clearing up the 'read only' button, this button was
already cleared.
I am the one and only administrator of this computer.
Who can help???

This indeed is my error.
Only I work in WINDOWS XP, and I'm installing Office Enterprice.

The read-only box is not selected.
I did rename win.ini. I named it indeed win.old
I didn't succeed to set the WIndows Installer Policy. How to add the group
policy snap-in? Where do i find that???

I'm about as clueless as you but...

Are you just now installing Office for the first time? Seems odd that you'd
be installing Office on a clean system and get a win.ini error.

I now have installed Office XP. I like to install Office Enterprice 2007.
Do i have to remove Office XP? Will that work?
