Installing Outlook requires Outlook Express

I have been told that installing outlook requires one to
install Outlook Express. Is there any truth to this?
Because it is hard for me to believe.

Yes, it is required. The HTML rendering engine for HTML emails is shared
with OE so OE installation is required.
