Installling Publisher 2000

I am trying to move Office 2000 from a Windows Me
computer to a Windows XP Computer. I can successfully
install all the components on SR-1 Disk 1, but when I
install Disk 2, I supposedly get a successful
installation, but Publisher will only run if Disk 2 is in
the CD drive. I have NOT selected the option for running
it from the disk, but it seems to install that way. Any
suggestions?
