Instance not releasing

Hi
I am running Project Server 2003 on a server with multiple users’ remote
desktoping to that server
When they finish using Microsoft Project Server the process of the user is
not closing fast enough it takes round about 15 min or more before msprojsrv
disappears in the task manager.
The server is very largely specked and don’t have any problem with CPU or
ram is there somewhere else I can have a look to speed up that process

I am confused regarding your problem. The server continues to run
after users log out, correct? That is the expected behavior. The
server should continue to run and be able to service web/PWA requests.
If no one is using the server it will normally not use much processor.
The server needs to perform other tasks, such as an OLAP build, move
projects to the Archive DB, and calculate future availability. You
need to leave it running to perform these actions.

It sounds a little bit like you have a new instance of the server
running for each user logging in. That shouldn't be necessary, and I'm
not sure what it would accomplish other than an overloaded system.

Let me know what I'm missing...
