Instant Messaging With Outlook and Formattting Replies

1) Do I have to sign up for Passport before Instant Messaging will work via Outloo
2) I have been trying to prefix my comments in reply emails and followed the directions under options, email to select "mark my comments with." It doesn't work on all emails. What is the reason for that. Does it only work with people who also use Outlook
