Integrating Timeline Milestones (or general text) into line graphs

Hi, again!

I'm trying to use timeline milestones in my line graph and I want to make
the text parallel to the milestone line (between the two yellow diamonds)
which is offset from the vertical. I've rotated the text, but once it's
rotated I can neither move it in parallel to the milestone line nor resize it
via clicking and dragging.

Any suggestions would be very much appreciated.
