Will someone please tell me why Microsoft added these to 2003. Did MS intend
for them to be used for the entire site or just for "special" pages?

I don't see where they "do" anything out of the ordinary, but then I'm
usually a klutz with anything new to me. Thanks a bunch!

Microsoft intended them for use wherever you like.

You can achieve exactly the same effect by creating
button faces in a picture editor, setting up rollover
effects, and setting up hyperlinks. But creating an
Interactive Button invovles fewer steps.
