What is the best way to set up an interactive map? I will have a map of a
downtown area, and with in it there will be areas, that when I mouse over,
it whill change colors and.or bring up a small caption. When clicked it will
redirect to another page with more detailed info.

easiest way is to create image map hot spots for your areas from the Pictures tool bar
