Internal versus External Out of Office replies

Is there a way to configure Outlook (or perhaps it has to happen on the
Exchange server) to send a different Out Of Office auto-reply, to recipients
located within the user's email/corporate domain, as opposed to external
recipients externally?

No. OOFs to the internet can be turned off, but you can't use two different
replies.
