International Character Set doesn't work in Outlook 2003

I installed the International Character Set for Office 2003. I am using
Outlook with Office 2003. The toolbar for French characters appears but I
cannot enter letters in my document. Previously the toolbar worked OK. I
have uninstalled, re-downloaded, and re-installed the International Character
Set for Office 2003, and restarted the computer, but it still doesn't work.

What is the 'International Character Set' - MUI? To enter characters of
another language you need an IME.
