International Dilemma

I have a secured database on a server with multiple users. It's been working
fine. I've recently created a copy of the exact same database structure
(with different data, of course) on a different server located in Singapore.
I've gone through the security steps outlined in papers which are often
referenced in this discussion group.

The database works fine when run from computers in the U.S. Two users in
Asia who are members of the Admins group can log in but cannot use certain of
the buttons on a form. The error says they do not have permission to run a
query. I have queries to run with Owner's permissions. Also, if I sign in
as the Asian member from my computer using his user ID and password,
everything works fine.
We are both using the same shortcut, security file and database (all on the
server). The only difference I can see is the computer from which the
shortcut is activated.

Does anyone know what might cause this problem? Thank you.
