Internet email is not being received automatically

Greetings,

I am running Outlook 2002/SP3 on a W2K machine with mail
connections to local Exchange and SMTP/POP3 servers. The
Exchange auto receives every four minutes. The SMTP/POP3
server only receives when 'Send/Receive' button is pressed.
I checked all my settings, and everything looks right, but
it still does not work. Any ideas???
