Internet Favorites Not Available

I cannot see or access my Internet Favorites in the main
toolbar in Outlook 2003. Nor is there a Newsgroup link
to access groups via the Outlook 2003 newsgroup reader.

What might I be missing? I have looked everywhere, and
there is no option for adding these two items to the main
toolbar??
