"Internet service provider too busy to send mail"

Outlook 2003: Outgoing mail

Outlook lists Sent Items, as usual.
Then Outlook provides message: "Internet Service Provider too busy to send
mail. Try later."
I don't want to send messages twice. Has Outlook actually sent the listed
Sent Items or not?
