Invite Sent to Both Internal/External Addresses Plain Text

If I send an invite to only internal users everyone receives the usual Accept
decline type invite. If I add any random external email address to the list
of invitees, the internal users receive an invite in plain text like the
sample below however the external users receive a 'real' functional Invite.

Exchange 2003 Latest SP and Hotfixes. Tested with fresh install of Outlook
2007 and Outlook 2003 with all latest updates.

Any Ideas?
