IP addresses

I was wondering if anyone knew how to obtain a specific ip address rather
than the usual programs that just list the blocks of ip addresses? I would
like to be able to find out what a persons actual ip address is rather than
just the company that provides the block of ip addresses. Thanks in advance
for the help
