ip block

I need to block an ip address from viewing my site. If someone can
give me a code that WORKS that would be great!. I have tried a few but
the chick keeps coming back, so it's obviously not workin.

Also, if someone wants to inform me how to access my htaccess I have
head that I can ban an ip address that way.
