IPHLPAPI.DLL error

When starting up my computer I get a message saying cannot
run IPHLPAPI.DLL file. I am unable to open and use my
Word 2000. Can someone tell me how to fix this problem?

I would post to a NG corresponding to your Windows and/or Internet Explorer
version as there are a myriad of possibilities for this one.
