I think it is, and it is if you need the extra features.

The Catologue Merge is worth it alone if you can use it for a good purpose.

Or Windows 2000 SP3 or later.

Well 2003 is getting Publisher back on track. With the new improved Merge
features and other fixes certainly makes it worthwhile.

Now all they need to do is add back the great defaults removed after
Publisher 97 in Publisher 2004.
