is frontpage express part of internet explorer 5.?

I am learning how to build a website and have information that Internet
Explorer 5. has "frontpage Express" included in it. Howevever I cant find
it.Is my info correct? or is there another product I can use ?

FP Express is a discontinued product and no longer supported. If you have IE4 or 5 CD, it may be on
that.
