I'm working in Microsoft 2002 and need to create large newsletter with text
and pictures to be sent out to thousands via Outlook and am told it is best
no to send a file more than 5 megabytes with our email system. Is it better
to use Powerpoint or Publisher to do so?

IMHO, you only want to use Publisher. You will probably want to print your
newsletter to PDf, using one of the many freeware applications available for
download, and send it out as an email attachment.

Powerpoint was never intended to be used for "serious Print output"!
It's primary intended use was for "Presentations". Use MS Publisher for
this application.
