You need to see if your host allows it (many don't) in your Online server based web in FP
- not on your PC based web
PS
That approach (if allowed by your host) will only allow you to create a single login for a subweb w/ unique permissions
For what you want ("opens a personalised section based on user credentials") you will need at least a Database and server side
coding - and that depends on your host OS and what they support
