Is it possible to approve a resource only for a specified amt of w

for example, I want to approve a project mgr to use 40 hours of a enterprise
resource, i.e. he is not allowed to use more than 40 hours. Everything we've
seen shows us that once a resource is added to the project, the project
manager has carte blanche to assign them to whatever tasks they deem
necessary.

I understand this could be controlled through task delegation, but in our
organization, we always have situations where tasks must be delegated to more
than one resource.

You will need to establish a project management process to handle this
situation. There is no default method within Project Server to limit the
amount of work that a project manager can assign to a team member. Sorry.
