Is it possible to change the color of a texture in Publisher?

Not inside Publisher, you could edit a texture in a Paint program. The Office
site has many textures
http://office.microsoft.com/clipart/default.aspx?lc=en-us
Publisher backgrounds are on your computer in a folder similar to this
Program Files\Microsoft Office\CLIPART\Publisher\Backgrounds

But if can locate the bitmaps used by the textures (or screenshot them), you
can change the colour in a graphics package and use that as a custom
texture.
