Will the form run through the printer without jamming? If yes, then you
could create a "blank document" with text boxes corresponding to the
area that the information needs to be entered. If it's a multipart form
this will not work. If you only have to do this form once, use a pen.
Not to mention it's not an easy task to print data correctly using any
program on a preprinted form. Chances are you'll go through several
forms before you get it right.
Personally, I'd use a pen. ;-)

I have adobe full program and it can be used to fill adobe creatd forms
and I suspect IRS forms are created using adobe. I am in the UK and our
HMRC (Her Majesty Revenue & Customs) forms are adobe and we can use full
versions of adobe to fill them.
Generally some tax programs can generate their own IRS approved
programs. (we have similar system here which I am sure we copy from
USA).
