Is Streaming required for Producer?

I am really looking forward to putting a Producer generated presentation of
Powerpoint on my web site.

It is my understanding that most computers out there will be able to run the
presentation without any 'special software.' True? (other than an
appropriate version of IE.)

Also, and this is important to me, does the file have to be set up for
"streaming" video. In other words, will I have to purchase this special
feature from my Internet provider, or (hopefully) does the Producer
presentation simply reside in a file on my web site and simply down loads
itself in increments when the viewer clicks on the link. Thanks for your
advice.
