Is the sender notified when I block their email?

I use Microsoft Outlook for my mail. My computer runs Microsoft Internet
Explorer.
If I want to block a specific sender of email, what occurs when their mail
is blocked.
Does the system automatically inform them that they have been blocked? If
not, is it possible to have it do this?

When you block an address, either by puting the address in the Blocked
Senders list or by creating a rule to delete any messages from the address,
the sender is not informed. Moreover, it is a bad idea to do so, although
you could send them a canned message if you use the rule approach.
