Is the setting up of rules the same in Outlook as it is in OE?

I need to join the Outlook email system, because of a requirement at work.
Is it about the same in Outlook as it is in OE to set up message rules? I
appreciate your opinion.........Peter

Yes Peter, even better. You will enjoy Outlook as it offers much more
functionality compared to OE

No really, despite the other message.

You will find that some things you can do in OE will not work in
Outlook.

Subtle differences can trip you up.
