Is there a 3rd party library for Incremental Change Synchronization (ICS)

I am not sure there would be much value in such a library; ICS is pretty
straightforward. Unles of course you are trying to use it from a language
that does not support Extended MAPI, such as VB or any of the .Net
languages.
