Is there a Budget Manager in Office2003/WindowsXP sp2?

I am new to Office and want to set a budget but I am unable to figure out how
to set up such. If I use access it never prints the graphs. I didn't take
the free schooling when I had the chance due to the amount of hours I was
working. Would there still be something I could do for schooling? FREE?
