Yes there is, and it may be different in different versions.
Check HELP for Specifications and Limits.

32,767 characters. Only 1,024 display in a cell; all 32,767 display in the
formula bar.

Just checked.. in excel 2003 you can enter "32767" characters in a cell.

You can see more than the 1000 or so characters documented in xl's help by
adding alt-enters (to force new lines within the cell) every 80-100 characters.
