is there a mouse 'hover over' feature to pop up comments in Visio

I wish to have a little more detail about an element when the user hovers
over with the mouse. Is this possible? I can't find it anywhere. Thanks.

It's called a shape screen tip.
Select the shape and use menu Insert -> Shape Screen Tip
(might make a bit more sense on the Shape menu!)

In earlier versions of Visio it's on menu Insert -> Comment
