Is there a template for a proposed not for profit budget?

Is there a template for excel to prepare a proposed budget/approved budget
for a civic organization?

I'm not sure what the difference between a proposed & approved budget is
other than approved ones are invariably smaller than proposed but perhaps
that's just in industry.

Thanks, I all ready searched those templates. I think I will just have to
create the budget from scratch.
