IS THERE A TEMPLATE LINKING PERSONS TO COURSES TAKEN AND REFRESHE.

I currently run 179 short courses for about 70 operators. I need to run a
database that will allow me to track which courses have been taken by whom.
when thier refreshers are due, and what course they need to attend.
