Is there a way to allow only certain slides to be edited in PPT?

I'm trying to create a slide deck template where users can only edit certain
slides and the rest are protected. Is there a way to do this?

No, not really.

You might consider using images for the "protected" slides, though.

Another approach is to create the protected slides as separate shows and use
insert > object > "create from file" to insert them in the main presetation.
resize to full slide and in custom animation give an object action of show.
Can be got round but not by the majority!
