Is there any way to translate from chinese to english offline

I'm interested is there any way to translate e-mail
(research) from chinese into englesh without having to be
online (ea go to translator site) ???
Logical thing would be to install the chinese dictonary,
but I'm not sure how it can be done.

Please Help!
