Is there such a software as Excel Viewer?

I receive excel attachments, but can not open them to read them, because I
don't have the excel software. (And no plans to purchase it.)

I'd like to be able to at least open the document and read it!

and there are cheap/free Excel-compatible spreadsheet applications out
there. The imo best one is OpenOffice http://www.openoffice.org/
