Is this a bug in excel???

Have i found a bug??
I am using Excel 2003 to prepare a financial model. I am
using the data table function to examine various
scenarios.
The actual row and columns of the data table are read in
using formulas. This produces volatile results. When the
row and column inputs are hard coded numbers (i.e not
read in using formulas) the results are as expected.

Help please

Post some textual examples of your formulae and data - Not as attachments
though.
