Is this a pirate copy of Office 2003? Volumne licensing?

I have just bought a copy of Office 2003 Professional from eBay. I am
sure it is a pirate copy, but the seller is sure it is legitimate.
Could someone please help.

The cd that she has sent is a copied cd with no holograms. It is an
infiniti brand cd with Microsoft Office printed onto it. It has come
in a video dvd style case, with a photocopied cover. There is a cd key
at the back. There is no COA.

My question is, can a company buy license using volume licensing and
sell them in this manor?

Absolutely not. The volume or enterprise license is tied to the company
that purchased it and can not be sold piecemeal to any other person. Report
the sale to eBay as such and I hope you purchased it with a credit card so
you may be able to get a refund as the seller probably won't want to give
the refund. If you have good contact information (with the license key)
report this also to Microsoft.
